Right now, fruited ciders that are slightly more carbonated are hit with a “Bubble Tax” of up to $3.40 per gallon. This punishes cider makers for creating products that consumers love—and limits innovation and growth in the craft beverage industry. The Bubble Tax Modernization Act (also known as the Bubble Bill) seeks to fix this by increasing the allowable carbonation level for fruited ciders from 0.39 to 0.64 CO₂/100ml.
